Annual Basketball Australia Development Levy

13 Jan by Meagan Keating

Please see note from BV that will relate the next time you register for any basketball season or tournament. You only pay this once per year.

From January 1, 2024, an annual Basketball Australia Game Development levy of $5.00 + GST ($5.50) per competition player will be introduced nationwide. The levy will be collected by Basketball Australia and the revenue generated by the levy will be allocated to projects designed to benefit community basketball.

This levy replaces the previous Basketball Australia Composite fee which was charged to Basketball Victoria each year. Basketball Australia have been pursuing a ‘per participant levy’ for many years but this has been pushed back by the States and Territories due to a lack of information.

This levy will be applicable to all players participating in regular season competitions, excluding coaches, officials, volunteers, and administrators (unless they are also registered as basketball players). For clarity, the levy will be payable by those who are required to hold a Basketball Victoria Licence and will operate in the same manner as the Basketball Victoria Licence and be payable annually via PlayHQ.

Basketball Victoria negotiated strongly to ensure that only those players required to hold a Basketball Victoria Licence were required to pay the Basketball Australia levy and participants taking part in Beginner Programs, Skill Programs and Holiday Camps were not charged the levy, as originally proposed by Basketball Australia. In agreeing to the levy, Basketball Victoria ensured that the Basketball Australia levy could not be increased for at least the first 3 years after which time Basketball Australia will be assessed on their delivery of the agreed projects and if not satisfactory the States and Territories could exit the agreement and end the levy.

The States and Territories have worked closely with Basketball Australia to ensure that the additional revenue generated by the levy will be reinvested in community basketball.

The States and Territories, in conjunction with Basketball Australia have identified the following 4 projects to be delivered by the levy revenue in 2024:
Enhancing the development and pathways for match officials, including the development of the National Technical Officials curriculum and better course delivery options.
Building behaviour management campaigns to address abuse towards officials, something Basketball Victoria have led and will continue to lead the way in, as evidenced by the recent ‘No Ref, No Play’ and ‘Green Whistle’ campaigns.
Enhancing coach development opportunities, similarly with Technical Official development, better systems to deliver and recognise coach development and accreditation.
Driving digital transformation across the sport. Currently the nation is disjointed with Basketball Australia and each state operating in their own systems. It is an objective of Basketball Australia to align all states to better aggregate the vast amounts of data collected and be able to utilise that to secure funding and grow the sport and the infrastructure needed to meet demand.
Delivery of these projects will be assessed throughout 2024 with representatives of each State and Territory working with Basketball Australia to ensure progress is reported quarterly and targets are met.

Beyond 2024 the levy funding allocations will be determined by Basketball Australia and the States and Territories collectively to ensure it is directed towards areas that will benefit the entire basketball community.

Note: the $5 (plus GST) Basketball Australia levy will be paid when a player next registers to a competition season (for existing players this may or may not coincide with the Basketball Victoria licence depending on anniversary dates).

No increase to Basketball Victoria participant licence in 2024

At the 2022 Basketball Victoria State Conference – a $3 increase to the annual Basketball Victoria Participant Licence was approved by Association members to go from $29 (per player 17 and under) to $32, and from $43 (per player 18 and up) to $46 in 2024.

The decision has been made to freeze the 2023 licence fee to allow for the Basketball Australia fee to be introduced and minimise the initial financial burden for participants. Therefore, the Basketball Victoria Participant licence will remain at $29 and $43 respectively in 2024.

We understand fee increases are challenging for Associations, Clubs and participants and strive to keep the cost to play basketball as low as possible, especially in the current environment. Throughout 2024 we will provide progress reports on the delivery of the Basketball Australia Development Levy projects to ensure our members are well informed and the revenue generated by the Levy is used appropriately.

I wish you all a Happy New Year and look forward to another huge year for basketball in Victoria in 2024.

Kind regards,

Nick Honey
Basketball Victoria
CEO
